Compute age-band spend and YoY in Georgia

Use standard ANSI SQL only for the following three tasks. The available tables are: mem contains one row per member with an age band and a two-letter state code. claim contains one row per claim with the member ID, claim date, and paid amount. geo maps state codes to state names.
