Check if CIDR is fully canceled by rules

Given an IPv4 target block target and a sequence rules of CIDR rules, decide whether every address in target is eliminated by the rules. Each item in rules has two parts: an action ("allow" or "deny") and an IPv4 CIDR string. Start with the addresses covered by target as the remaining region, then process the rules from first to last.
